In December 2009 New York enacted Leandra's Law. Leandra's Law makes it a Class E felony to drive a vehicle under the influence of alcohol or drugs with a child under the age of 16 in the vehicle. The most far-reaching impact of Leandra's Law, however, is that it imposes an ignition interlock device (IID) on all drivers convicted of DWI, even first-time misdemeanor offenders. The IID penalty will be imposed in addition to the fines, license suspension and other penalties involved in a DWI conviction.

The IID works as follows: before you are able to start your vehicle, you must provide a breath sample to the IID. If the IID detects the presence of alcohol in your breath, your car will not start. You will have to maintain an IID in every vehicle you own for at least six months. In addition, you will be required to pay for the costs of installing and maintaining the IID. It costs around $100 to install an IID, and it costs about $100 each month to maintain an IID. These expenses add up quickly.
